Council to continue General Plan review at special meeting
TWENTYNINE PALMS — The Twentynine Palms City Council made significant progress in reviewing the General Plan Update at its regular meeting Jan. 26, and will continue the discussion and public hearing at 4:30 p.m. Thursday, Feb. 4 during a special meeting at Twentynine Palms City Hall, 6136 Adobe Road.
Nelson Miller of Hogle-Ireland Inc., the planning firm hired by the city in 2009 to prepare a comprehensive General Plan update, was tasked with presenting land use, circulation and infrastructure alternatives to the Council at the Jan. 26 meeting, including recommendations from the Planning Commission, the General Plan Advisory Committee and public input from previous community workshops and surveys. Miller presented land-use maps for each alternative and instructed the council to discuss and identify a “preferred alternative” for analysis in the Draft Environmental Impact Report, which is due next spring.
Working their way through a series of proposed General Plan alternatives, the five council members reached consensus on land-use overlays for an expanded Mesquite Dunes protected area, proposed wildlife corridors, master drainage and Indian Cove-Mesquite Springs drainage plans, and for development issues in the hillsides, fault hazards and FEMA 100-year floodplain areas. A 3-2 vote also provided an overlay for a Joshua Tree National Park Buffer.
The council agreed to adjourn at 9:15 p.m. and continue their debate on sewage disposal options to the Feb. 4 meeting.
Other General Plan items to be discussed at that meeting include a Commercial node at Twentynine Palms Highway and Encelia Avenue; a Tourist Commercial node at Twentynine Palms Highway and Lear Avenue; the existing and proposed circulation plan, which includes potential trail systems in the city; and the General Plan vision and guiding principles.
